TIF COMMISSION RECOMMENDS APPROVAL OF DOUGLASS HILL PROJECT

WHAT IS TAX INCREMENT FINANCING?
Tax increment financing (“TIF”) is a method to encourage redevelopment of a “blighted area” or a “conservation area,” as defined under Missouri law.
The law authorizes cities and counties to adopt a redevelopment plan that provides for the redevelopment of a designated area, and to use TIF to fund a portion of the project costs. The net effect of tax increment financing is to permit a developer to use a portion of property taxes that otherwise would be paid on the completed project to repay all or a portion of the development costs. In this manner, future tax increases are not abated, but rather are used to fund costs of the redevelopment project. Read more about how TIF works here.
WHAT DOES THE TIF COMMISSION DO?
The TIF commission conducts the public hearings required under the TIF Act, and makes recommendations to the governing body of the municipality concerning the adoption of redevelopment plans or redevelopment projects and the designation of redevelopment areas. A recommendation of approval only occurs if a majority of the commissioners vote to approve a redevelopment plan, redevelopment project, designation of a redevelopment area, or an amendment; a tie vote is considered a recommendation in opposition. The redevelopment plans, redevelopment projects and the designation of the redevelopment area must receive final approval of the governing body of the municipality.

The Taxing Districts (or jurisdictions) that are affected by a TIF District and also are involved in the TIF Commission process are:
- City of Webster Groves
- St. Louis County
- Webster Groves School District
- Special School District of St. Louis County
- Community College District of St. Louis
- Metropolitan Zoological Park and Museum District
- Productive Living Board of St. Louis County
- Webster Groves Library District
- Metropolitan St. Louis Sewer District
- Deer Creek Sewer District
- Old Webster Special Business District
- State of Missouri
- Metropolitan Parks and Recreation District (Great Rivers Greenway)
The taxing districts were requested to make appointment to the TIF Commission, pursuant to Missouri Law, by certified letter on July 7, 2021. You can see a sample of the letter requesting appointment here.
The TIF Commission is convened to review the proposed redevelopment, "Douglass Hill", and make recommendations on the redevelopment to the City Council. The Douglass Hill Redevelopment area is generally bounded by North Rock Hill Road on the west, West Kirkham Avenue on the north, Gore Avenue on the east and West Pacific Avenue on the south.

The TIF Commission consists of 12 members of which 3 members are appointed solely by the County Executive, 3 members are appointed by the County Executive and the City of Webster Groves, 3 members appointed solely by the City of Webster Groves, 2 members appointed by the Webster Groves School District and the Special School of St. Louis County, and 1 member appointed by the remaining tax districts.
