Prop M will be on the April 2023 ballot and will ask residents to decide if the City of Webster Groves should impose a sales tax of three percent (3%) on all retail sales of adult-use marijuana sold in the City of Webster Groves, Missouri.
Amendment 3 in Missouri was passed with 53 percent of the vote in November, making Missouri the 21st state to legalize recreational marijuana. Medical license holders in Missouri will get the first opportunity to apply for comprehensive licenses under Amendment 3 and they were able to begin applying in December. Licenses will go out in early February.
While the City of Webster Groves does not currently have a dispensary, Prop M would apply to any that open in the future.
The language on the ballot will read:
Shall the City of Webster Groves, Missouri, impose a sales tax of three percent (3%) on all retail sales of adult-use marijuana sold in the City of Webster Groves, Missouri?
This is for adult-use (recreational) marijuana. The Missouri Constitution allows municipalities to impose an additional sales tax of up to 3% on retail sales of adult-use marijuana with voter approval. Medical marijuana retail sales are exempt from the proposed tax.
At this time, there are no adult-use marijuana dispensaries in the City of Webster Groves. If a majority of Webster Groves voters approve Proposition M, this approval would allow the City to collect the additional sales tax from adult-use marijuana dispensaries if any such dispensaries are established in Webster Groves in the future.
April 4 Election deadlines

- March 22: Last day to apply for a mailed absentee ballot
