August 3: Vote on Prop 1


On Tuesday, Aug. 3, Webster Groves voters will decide on Prop. 1 by voting for or against amendments made recently to the City’s zoning code. These amendments allow for additional opportunities to increase the community’s housing stock.

The City Council approved the A4 zoning amendment change (Ordinance 9145) in May in an effort to advance housing options for Webster Groves residents. However, a petition was filed to repeal this ordinance, and the City Council has ordered the ordinance subject to referendum in the election.

 A “yes” vote will reject the ordinance.
A “no” vote will accept the ordinance.


Following are answers to a few of the frequently asked questions pertaining to Prop. 1:

What types of residential structures will be allowed under the proposed A4 zoning change?
There is no change to the permitted uses in the “A4” residence district. Since 1956, the district has had as permitted residential uses “single-family dwellings” and “two-family dwellings.” The amendment removes some of the restrictions and limitations on where the “two-family dwellings” could be built. The amendment also clarifies that “attached single-family dwellings” would be allowed, but limited to no more than two units attached to one another on a lot.

Does the change limit a lot to two residences (duplex), or “multi-family,” which indicates more than two residences, such as four-family buildings, apartments or condos? 
The “A4” residence district has, since 1956, had as permitted uses “single-family dwellings” and “two-family dwellings.” Multiple dwellings, defined as three or more units, are not a permitted use in any of our “A” residence districts.  

Why was the change limited to A4 zoning?
Two-family housing already is allowed within the A4 zoning code, so making edits to clarify the use and dimensional regulations of this area was the easiest way to increase housing variety within Webster Groves.

Will a garage or parking pad be required for each duplex?

A two-family dwelling would be required to provide at least one (1) off-street parking space for each dwelling unit on the side of the home or in the rear yard. If the property cannot provide off-street parking spaces for each unit in the side or rear yards, the property cannot have a two-family dwelling.

TIF Commission

The City of Webster Groves is seeking candidates for potential appointment to a Tax Increment Financing (TIF) Commission for the Douglass Hill project proposal. The TIF Commission will review the proposed redevelopment plan and make recommendations to the City Council. The City Council adopted Resolution #2021-33 convening the TIF Commission at the July 6, 2021 meeting.
Those interested in applying for the Commission should:

  • Be able to attend monthly or more frequent meetings at City Hall or via Zoom through the remainder of 2021.
  • Have a basic understanding of property taxes and public spending.
  • Be committed to providing honest assessment and critical thinking to TIF proposed projects.

Mask Mandate in St. Louis County


As COVID-19 hospitalizations rise and the Delta variant spreads, masks will be required at indoor public places in St. Louis County regardless of your vaccination status beginning Monday, July 26. Wearing a mask while indoors with others reduces the risk of both getting and transmitting the virus.
