The Friday Page weekly update from the City of Webster Groves
Vote on August 3

Vote on Tuesday, August 3

Voters in Webster Groves will head to the polls on Tuesday, August 3 to vote for Prop 1 and Prop R.

Prop 1 will ask voters in Webster Groves to vote if they are for or against the amendments made to the existing zoning code. These amendments allow for additional opportunities to increase housing stock within the community. The City Council approved the A4 zoning amendment change (Ordinance 9145) in May in an effort to advance housing options for Webster Groves residents, however, a petition from citizens was filed to repeal this ordinance. The Council revisited the ordinance at the June 1 City Council meeting and the vote to repeal failed by a vote of 2-5. The City Council has ordered the ordinance subject to referendum to the election on August 3, 2021. On the ballot, voters will see:

PROPOSITION 1: Shall Ordinance Number 9145, set forth by title below, be rejected?

“An Ordinance Amending Chapter 53, the Zoning Code of Webster Groves, By Amending the Use and Dimensional Regulations for Single Family Attached and Two Family Dwellings in the “A4” Seventy-Five Hundred Square Foot Residence District in Sections 53.070 Et. Seq.; Section 53.100 and Amended Definitions Related to Those Uses in Section 53.020 and Matters Related Thereto.”

A "Yes" vote is to reject the ordinance.
A "No" vote is to accept the ordinance.

Proposition R is a proposed measure that would fund necessary updates to facilities and programs for St. Louis Community College and its students. For more information on Prop R, click here.

Attend a Meeting In-Person or Via Zoom

The City of Webster Groves will begin allowing in-person community attendance at the August 3 City Council Meeting. Boards and Commissions of the City will also allow in-person attendance beginning in August. Due to the ongoing pandemic and the St. Louis County mask mandate, masks will be required for all city and community members regardless of vaccination status at public meetings

Residents who prefer to participate in the meeting virtually can still do so via Zoom. The city will continue to post the Zoom link for meetings in the
“Teleconference Instructions” section of the website.

The City of Webster Groves switched to virtual meetings in March 2020 due to the Covid-19 pandemic. During this time, residents were able to attend virtually and share comments via Zoom or submit comments via email ahead of time and the e-mailed comments were read aloud by the City Clerk’s office.

Residents will now be able to share comments virtually via Zoom, in-person at the meeting or via e-mail. E-mailed comments will be included in the Council packet but will no longer be read aloud. All speakers, both in-person and virtual, will have three minutes.

Procedures may evolve for future City Council and Boards and Commission meetings as health orders change.

TIF Commission

The City of Webster Groves is seeking candidates for potential appointment to a Tax Increment Financing (TIF) Commission for the Douglass Hill project proposal. The TIF Commission will review the proposed redevelopment plan and make recommendations to the City Council. The City Council adopted Resolution #2021-33 convening the TIF Commission at the July 6, 2021 meeting.
Those interested in applying for the Commission should:

  • Be able to attend monthly or more frequent meetings at City Hall or via Zoom through the remainder of 2021.
  • Have a basic understanding of property taxes and public spending.
  • Be committed to providing honest assessment and critical thinking to TIF proposed projects.

Marie Peoples wins Presiding Judge's Award

Presiding Judge's Award

Congratulations to Dr. Marie Peoples, City Manager of Webster Groves, on receiving the Coconino County, Arizona Presiding Judge’s Award. This award was given in “honor of contributions and exemplary leadership to the Coconino County Courts and the Bar in the furtherance of justice, fairness and service to the public.'' While serving as the Deputy County Manager, Dr. Peoples was responsible for oversight of all criminal justice functions in the County and led several initiatives to eliminate disparity in arrests, bail, and sentencing. She also worked with every branch of the justice system in an effort to create pre-arrest and diversion programs. Dr. Peoples is most proud of the work she did around trauma & suicide with law enforcement. “Typically mental health & suicide is considered for detainees while the mental health of those working the front lines is overlooked. The work done to break down barriers for the ‘blue line’ was personally rewarding,” said Dr. Peoples.

Ivory Crockett Improvements

Improvements to Ivory Crockett park have begun!  Our Public Works Department is removing the current ¼ mile asphalt walking trail, widening it to 8 feet and then replacing it with concrete. The work is expected to last until the end of August. The park will remain open to visitors but please take care around the areas under construction.

Community engagement outreach will begin in August to get input from residents on other changes ahead for the park.
